Is Labiaplasty Covered by Medicare in Australia?

One of the most common questions asked before a labiaplasty consultation is whether Medicare covers the procedure. The short answer is: in most cases, no. Labiaplasty is classified as cosmetic surgery in Australia, and cosmetic procedures are not covered by Medicare or private health insurance as a general rule.

That said, the situation is not entirely black and white. This article explains how Medicare applies to labiaplasty, when limited exceptions may exist, and how to plan financially if you're considering the procedure.

Why Medicare Doesn't Cover Labiaplasty

Medicare provides rebates for procedures listed on the Medicare Benefits Schedule (MBS). The MBS lists medical services the Australian Government has assessed as clinically necessary — meaning they treat a condition, disease, or injury.

Labiaplasty performed for cosmetic or aesthetic reasons is not listed on the MBS. Because it is not considered a medical treatment for a clinical condition, no rebate applies.

This is consistent with how Medicare treats other cosmetic procedures — rhinoplasty, breast augmentation, eyelid surgery — none of which attract a rebate unless there is a specific functional or reconstructive reason.

When a Partial Rebate May Apply

There are limited circumstances where some component of a labiaplasty-related appointment may attract a Medicare rebate.

Consultation fees: An initial consultation with a doctor to discuss symptoms, concerns, or anatomy — regardless of whether surgery follows — may attract a standard GP or specialist consultation rebate, depending on the provider's registration and how the appointment is billed. This is separate from the surgical fee.

Functional issues with documented clinical necessity: In rare cases where there is a documented functional problem — for example, significant recurrent skin irritation, infection, or chronic pain that has not responded to conservative treatment and is clearly related to anatomy — a doctor may be able to make a case for partial rebate eligibility. This is uncommon, not guaranteed, and requires clinical assessment and documentation.

If you believe your situation may have a functional component, this is worth raising at your consultation. Your doctor can advise whether your circumstances might support any rebate claim and assist with the relevant documentation if appropriate.

Does Private Health Insurance Cover Labiaplasty?

Private health insurance in Australia follows similar rules to Medicare for cosmetic procedures — it generally does not cover labiaplasty performed for cosmetic reasons.

Some policies may cover part of the hospital or day surgery facility fee if the procedure is performed in an eligible facility and the clinical circumstances support it. This depends on your specific policy and level of cover. It is worth contacting your insurer directly before your consultation to understand what your policy does and doesn't cover.

What Are the Out-of-Pocket Costs?

Because labiaplasty is typically an out-of-pocket expense, understanding what the total cost includes is important. Costs vary depending on:

  • The surgical technique used and its complexity
  • Whether local anaesthetic, oral sedation, or general anaesthesia is used
  • The facility fee (day surgery or hospital)
  • Pre- and post-operative consultations included in the package
  • The experience of the doctor performing the procedure
